What Bahamut just said reminded me; what kind of an argument is it to say that they shouldn't add new runes, because it's "balanced" as it is?
If you believe they shouldn't add something new just for fun and a greater range of options only because it works as it is, then you might as well say that they shouldn't add new classes, skills, armors, items, or even chapters.

That's because you're paying for new classes etc...
you aren't paying Anet to add things that make you better than other classes...

A) We arent paying anet to do squat after they give us the game really...
B) This wouldnt be making anyone better, just like this thread I saw, about what the best class was....the general consensus was mesmer, but several people were saying that if mesmer was better it wouldnt be a balanced game. And this is going to balance it out.
